As I've mentioned, English is very popular in China... but not very well-understood.
Perhaps this shirt is some sort of reference to John Lennon, since he's the John I see most often written with the peace sign for the "O." Or perhaps I'm over-thinking, and it's really just as meaningless as it seems.
This, I will let go without comment.
Do you remember the song "Relax" by Frankie Goes to Hollywood in the 80's? There were t-shirts that came out with the saying, "Frankie says Relax!" on them. Maybe there's a band called John Goes to Dalian with a hit single named "How?" Perhaps and these t-shirts are the equivalent of the Frankie t-shirts?
